-Split the 'main' in powerplant_data into individual functions to improve readability and the ease of debugging.

Description
Builds on @maartenbrinkerink to add user-configurable data-structures for nodes/fuels/techs. This is just a proof of concept right now and the rest of the powerplant script needs to be updated if we go down this route.
