Summary and Scope
An updated version of #46
Uses some changes from OpenCHAMI/github-actions#4 so that the workflow and job name are dynamic to make it more clear this is a snapshot build.
We'll want to wait for that PR to be merged and tagged, and then ill update this PR to reference that tag instead of my fork.

And looks more like what we'd want for names
We still may get errors on permissions for the attestation steps. So we'll need to work through that on the GH repo settings or have a maintainer create the PR to verify.
