Fix/processes index filter

🎩 Description

This PR is about the scope filter in processes and assemblies index page, which does not work when selecting multiple scopes. Also, when you delete a filter, the search is not refreshed.
Now, the user can't select multiple filters. Also, the page is refreshed when the user deletes the selected filter.

Testing

1. Go to the index of processes
2. Scroll down to the participatory processes
3. Select a scope in the filter
4. See that you can't select another filter and there is a message indicating that you have to delete the previous filter before selecting another one.
5. Deselect the scope: see that the search is updated.
6. Do the same steps for the assemblies
