refactor RandAugment, RandAugmentV2 and RandAugmentV3

1. 重构前后RandAugment的行为有一些不同：重构前translateX,translateY和rotate未指定resample方式（默认为NEAREST），重构后指定resample为BICUBIC。
2. 原先的RandAugmentV2中，progress_magnitude参数未起作用，这次重构暂时注释掉了。
