Rewords AI Carding SOP

Title. AI carding SOP is worded poorly and hard to understand. This PR fixes that and makes the SOP around carding the AI more readable.

Maybe I'm overdoing it, but what about

3. The AI may only be Carded under the following circumstances:

: 3.1 The AI is clearly malfunctioning;

: 3.2 The AI has been subverted and resetting is not sufficient;

: 3.3 The integrity or security of the AI is threatened, for example due to severe damage to the AI satelite;

: 3.4 The AI's integrity needs to be restored;

: 3.5 The AI requests to be carded;

4. The AI should only be carded by members of Command;
