Add .secrets.baseline for Enhanced Secrets Scanning
This PR includes a new generated `.secrets.baseline` file to be included into your repository. Once this file is merged into the main branch, the secrets scanner will be triggered for each PR you create, keeping your code safe from leaked secrets. Find more details here.
