USB: Stop sending USB replies after prx_unload

Should fix a problem exposed by #17926:

You will need to look into the PRX epilogue function I believe.
If you confirm that it does not contain any sys_usbd function that declares termination I will merge.

It's functions module_stop and module_epilogue.

I always had this problem in the picture above in RPCS3
And every time I started the game, the game would freeze until I disconnected the USB cable of the gamepad and then reconnected it, the game would not start
And in the end, when I wanted to STOP the game or close the emulator, I would encounter the above message and I had to disconnect the USB cable of the gamepad again to run the emulator again

This problem is so annoying that I almost gave up using the RPCS3 emulator

I haven't used RPCS3 for months.
