hxcodec update, WhatEngine is now able to be compiled for other platforms

Additions:

• DialogueUtil lua commands "say", "sayOption", "clearDialogue" and "sayDialogue"
• Fixed high fps lua crashes (updated library, removed old bug patch)
• Added "PlayState.noCamMove" to prevent camera position from changing mid-song
• PlayAddons.hx scripts now work without needing to use gameStages variables
• Separate mod folders can all have different menus with fixes to curMod
