Add Cookie Consent Banner for User Privacy and Compliance (#477)

This PR introduces a cookie consent banner to the site, enhancing user privacy and ensuring compliance with data protection regulations. The banner informs users about our cookie usage and provides options to accept or reject non-essential cookies, storing their preference in local storage for future visits.

Changes

• Added "Accept" and "Reject" buttons with the following functionality:
• Accept: Stores user consent in local storage and allows all cookies.
• Reject: Stores user preference to decline non-essential cookies, allowing only essential cookies.
• Configured the banner to remember the user’s choice, preventing it from reappearing unless cookies or local storage are cleared.
