Bump dependencies, migrate to JSpecify

This PR updates dependencies via pulling latest config. Also, annotations were migrated to JSpecify.

Other notable changes

• WhenFactory was migrated to Kotlin allowing lazy initialisation of the option set.
• Addressed deprecations related to new Protobuf and Truth.
