Description

Update dotnet8-runtime -> 8.0.18
Update dotnet9-runtime -> 9.0.7
Update dotnet-sdk-8 -> 8.0.412

Remove unused and obsolete dotnet SDKs -> 3.1 and 6

Tested on 6.2.4 and 7.1 (x64)
Tested with #6344 (comment)
