switch SwerveModule code to use rotations rather than CTRE motor units when we move to Phoenix 6 #27

Phoenix 6's TalonFX support switches from CTRE'sr raw sensor units (2048 units per rotation) to rotations. When we update MaroonFramework to switch to a Phoenix 6 implementation, we'll need to update the code in SwerveModule to use rotations.
