[DOCS] Add deep links to the static banner

On static pages at the moment we link to https://tiddlywiki.com instead of the real tiddler.

This PR adds a deep-link to the dynamic tiddler at tw-com.

At the moment the PR is a draft, because I need more testing.

@Jermolene ... In general. What do you think?

Hi @pmario great idea. I think you'll need some encoding to fix titles containing special characters.

What do you mean by "special characters".

The url() function should already do all the encoding for the link. The <<storyTidder>> title is only text. So it should be allowed to contain special chars.
