this also brings over a lot of the accuracy tweaks present in the bayarea model.
will need to backport the changes to the bay area model

@jiffyclub Hi Matt - so sanfran_urbansim is pegged to the latest release of urbansim right? So if I made a change in master that isn't released which breaks sanfran_urbansim, I should wait to pull this until we cut another release of urbansim? It's not an urgent change - just checking. |

Ahh right. This is still in a branch I haven't merged to master of urbansim. Therein lies the problem. Ok, I will do some merging. |
