This PR adds an action to accept dispatch event from UI repo when there is a release. So there will be an automatic preview link that we can check with the new release like the one of earth data instance: https://github.com/NASA-IMPACT/veda-config/pulls
TO DO : Add Slack Webhook (Slack is down now so I can't access it 😓 )
