Percentile extension (https://sqlite.org/percentile.html) is included in amalgamation since 3.51.0,
this PR adds the according compile-time option to enable it.
It seems pertinent given the features already enabled here, and it's enabled by default in SQLite CLI.
This results in a ~5kB binary size increase.
