The whole gutenberg project doesn't necessarily follow the rules, but the @wordpress/hooks reference page explains it as follows:
How?
It is difficult to know how to interpret the format of
vendor/plugin/function, but I have unified it into the following format by referring to other namespaces:core/{packageName}/{function}Testing Instructions
There should be no impact to the code.
