Adds a dropdown menu to the Notes pinned toolbar icon with two options:
This is a more contained version of #74985, focusing only on the show/hide functionality without the compact notes mode. My biggest concern is the overall UX as it now requires two clicks to get to the Notes sidebar (Notes icon > Show all notes). Tied to this, let's say you've hidden notes and you want to see them again, you then have to select the Notes icon > Show all Notes > close sidebar.
