Enable floating point ip for out of context synthesis

This PR adds an additional argument to the out of context synthesis which allows for tcl scripts to be passed that instantiate the floating point ip for HLS modules that make use of those IPs.

• Update omx commit in fetch-repos.sh when PR mentioned above is merged
• Test case that explicitly tests out of context synthesis for model with 1 and more HLS float ops
