Removed the deprecated 'update-draft-release.yml' workflow to streamline the release process. Updated 'create-release.yml' to handle both generating release notes and creating releases. This simplifies the workflow and reduces redundancy by consolidating tasks into a single file, ensuring a more efficient release management process.
