Also set the target version for mypy and ruff to 3.10. Includes a run of `pre-commit autoupdate`, and an addition of uv pip compile hooks.

With Python 3.13 released today, this is in line with NumPy's oldest supported Python policy, which removes support for Pythons older than 42 months or 3.5 years.
This also includes some QoL improvements like pyupgrade, uv pip compile hooks, and the
Selftype in classmethods.
