[ECO-4948] [DRAFT] Spec complete for Presence + Occupancy

Putting up now to get eyes on API changes... there seemed to be redundant duplication in the Presence protocol... I've just streamlined this by having an optional Data param where possible

Leaving as a draft for now to tie together upcoming work from the room lifecycle manager... Also need to add a few unit tests and add in-line comments for the spec points.
