test(workflows): [SERVER-465] testing oidc for rpm/deb pulling

This PR is for investigating oidc errors in the test step of the new workflow.

The main fix is adjusting the oidc parameters to match the others.

The tests still fail but installing the rpm works as intended.

This also comments out the majority of the builds to focus on just one for testing.
