FWIW: https://github.com/coders51/rabbitmq-amqp-js-client (using rhea underneath) provides a way to create RabbitMQ exchanges, queues, and bindings directly over AMQP 1.0 instead of requiring separate HTTP connections to the RabbitMQ Management plugin.
