Added dockerfile

Hey Anderson !

I couldn't install PALM on my HPC system (octave wasn't working and I don't like matlab), so I created a docker container to use PALM. This allows you to make a docker container that has all the necessary system requirements.
Don't know if you need this, but it might be useful in the future :-)

Interesting idea! It would have to take in both BIDS Derivatives and BIDS Model (which are still work in progeress). It might be more plausible for PALM to be a backend for fitlins (a reference BIDS model implementation) in the short term (@effigies).
