Split up logic for reverse sync

Description

This is a completely non-functional change that just breaks up a method into multiple methods, in preparation of sharing those for RBAC viewsets that will go their own way for reverse sync.

I don't really need this, just want to see checks pass. But we could merge it to reduce the diff from the massive #749
