This PR clarifies the public API surface for Task Instances.
It documents that the supported public interface is provided via the Task SDK
using RuntimeTaskInstanceProtocol, and that airflow.models.taskinstance.TaskInstance
is not part of the public API.
This is a documentation-only change with no behavioral impact.
