Adding SwitchClock.py to mcu_tools

This release adds SwitchClock.py, which enables us to switch between the two clock sources for MGTREFCLK01, namely High_Perf clock and Synth clock from clock synthesizer.

Updates to sflash

Add option to skip invocation of the boot loader, in the case where it’s already been called.
