This PR aims to include updates to NCCL configs for A3 Ultra and A4, bundled as part of image: http://us-docker.pkg.dev/gce-ai-infra/gpudirect-gib/nccl-plugin-gib@sha256:0e6f8f0f36a6b03c6262310abe56f1d067456584bfb56fd4b68754c10b3cccdc
The update reduces the number of enforced environmental variables needed for successful NCCL startup and includes updated tuner configs for larger clusters.
