This PR adds a uniform license section to everything.

  • no prefix sentence implied by heading
  • add mention of copyright holder (which people need to put into their forks)
  • add link to arcjet

Related-to: GH-4338.

@davidmytton can you confirm whether the copyright holder is correct? this is from the website. Alternatively potentially we can use just Arcjet?
