@arfeigin what happens to non default routes? Will they even be installed?

Non default routes will be handled with existing logic (as prior to this change), by the else statement on line number 847 they will be stored in a helper map and then set to route-table after timer will expire/End-of-Rib arrives.

What I did
Faster setting of default routes for fast-reboot - skipping warm-reboot reconciliation timers. Skip is only for default routes and only in the case fast-reboot is in progress and not warm-reboot.
Why I did it
To shorten dataplane downtime as default routes will be set much faster.
How I verified it
Community advanced-reboot test for fast-reboot and warm-reboot.
