dev_attrs was removed in 4.13, convert Dahdi to dev_groups

wcb4xxp and wctdm loaded and working fine on my hardware. I don't have other hardware to test.

Doing some housekeeping... seems this patch was merged way back in d4e232a, and I guess when they migrated the code to GitHub they didn't sync the patches with any PRs that were floating here.
