Runtime release for Consensus on Taurus with spec version 20.
Previous release did not work since there is already a Storage value for AllowedDefaultSharePriceEpoch which was not cleared after the migration was removed. So the value never got updated to new allowed epoch.
This migration ensures to set the new allowed epoch replacing the old one.
