Fixes #1126

  1. Added creation of an instance role for the Elastic Beanstalk Environment
  2. Updated context platform and solution versions
  3. Upgrade CDK version to the latest: 2.188.0
  4. Updated README.md to add AWS CLI commands to query available EB platform and solution.
