Description of changes:
While we don't distribute an installable artifact, we should still call out what platforms we support. This PR adds a section to the main README listing supported platforms.
Call-outs:
When we use "latest" as a version for our GitHub actions, try to link to the page/code that explains what that version is.
GitHub Actions for Mac are implicitly aarch64.
