This PR attempts to document how the configuration system works.

But these doesn't really explain how they all work together and how the configuration is actually being resolved when using
core()->getConfigData().It also includes the gotcha I discovered about Bagisto stripping off the first segment of the configuration key/code.
It was a mystery to me initially on how that worked so I figured I'd share what I learned about Bagisto's configuration system.
