Previously we are using cloudinary to store profile images of the user. Users whose last login is before RubyConf Event has their images uploaded on the Cloudinary.
This PR is downloading image from cloudinary url and associating them with the users via active storage with the help of a rake task.
Also this PR is attaching the latest profile picture to their respective External Identities through Active Storage when they login via github or twitter.
