Upgraded Codespell GitHub Action from v1 to v2 and added 'Clearity' to the ignore words list. Removed 'codespell' from the dev dependencies in pyproject.toml (its in main dependencies)

The main branch is currently broken - A few new entries are missing required fields. I added them now, but I am not 100% certain what I am saying is correct (in all cases, I am asserting that human curation is used).
This PR also adds codespell which is required for the
test_prgoal to function correctly.
