Use mimic for cron and startup tts

# Summary

Use neural mimic tts for better voice of cronjob and startup based announcements. They currently use speak.

Also use `<robot_name> <robot_id> is still on!`: 
Meaning "Amy One is still on!" instead of "NUC One is still on!".
