Update ROCm to 7.0.2

Proposed change

Update ROCm to 7.0.2 and ONNRuntime (MiGraphX) to 1.23.1.

ROCm 7.0.2 brings official preview support to AMD APUs and consumer GPUs, namely Ryzen AI MAX, but hopefully this improves support and performance for the 760M and 780M as well.
