Upgrade to Rescript 11 and several improvements

Version upgrade

Upgrading everything to its more recent versions:

• Rescript 11
• Rescript-React 0.12.1
• React and ReactDOM 18
• Recoil 0.7.7

Updating configuration

• Using new build config file rescript.json instead of bsconfig.json
• Updating JSX version to 4 in config

Native Promise

• Using native promise module from Rescript 10

Rescript 11 features

• Using RescriptCore
• Adapting everything to uncurried mode
