Imposes a limit on fluxes calculated at cell edges. This operator is used in `neutral_full_velocity` to calculate viscosity and heat conduction.
Adds conduction with heat flux limiter, together with preconditioner. The preconditioner does not seem to be effective. This is a test, not intended for production use.

Experimenting with ways to add heat conduction to the full velocity neutral model.
So far this seems to significantly slow down the model. The simple preconditioner implemented does not seem to be effective.
