This may need to wait until ANTsX/ANTsPy#776 is resolved

I think the ANTspy issue is now resolved, but we need to use cmd instead of bash for the Windows CI. Maybe the best way to do that is to expose shell as an argument to the NIU test action, and here just make a conditional on the operating system.
