feat(breadbox): Support dataset deletions by given_id

This is the only dataset endpoint which doesn't currently support dataset given IDs

Two small reasons for making this change:

1. Personally, when I am doing local development I find it helpful to be able to delete datasets through the Swagger page - and it would be much easier for me to do this if I have the option to delete datasets by their given ID.
2. This change makes this endpoint consistent with the other dataset endpoints which accept given ID in requests.
