Update docker build/tag and push to go to GAR instead of GCR which is now out of date
I do not have permissions to push to GHCR, so the images are a bit lopsided and need to be adjusted.
Also a decision should be made about the names of the GAR images since they are currently just getting the git hash which is not particularly helpful
