I would like to be able to set a different
newTabPositionfor opening URLs via the Omnibar versus via hints. This PR does that by introducing a new setting callednewTabPositionOmnibar. By default, it's set to "newTabPosition" meaning it will use whatever the existingnewTabPositionsetting is set to.
