Burst publishing to ROS doesn't seem to work when publishing more than 5 messages in a short amount of time?

It seems like when publishing in bursts, ros2 topic echo can't receive more than 5 messages in a short amount of time.

It's possible the send side QoS is misconfigured, or maybe ros2 topic echo's QoS is misconfigured.
