Summary

• - BREAKING removed devServer config option for RepackPlugin - this option is now inferred from compiler.options.devServer
• - BREAKING removed devServerEnabled from assetLoader - this option is now inferred from compiler.options.devServer
• - updated templates by removing unnecessary devServerEnabled and devServer props
