Add rocks for watcher services watcher-api, watcher-decision-engine, watcher-applier. Add dashboard related configs to horizon.

Build failure because of bug https://discourse.ubuntu.com/t/mount-root-proc-cannot-mount-proc-read-only-with-lxd-5-21-2-22f93f4-from-snap/47533/6. Fix is available in lxd latest/edge. Awaiting how craft-actions team planning to propagate the fix to craft-actions/rockcraft-pack. |
Ping lxd to 5.21/candidate to avoid mount errors. Also pin craft-actions to commit 1de2f7678b7ecfd.
