Error 403 when downloading unreal engine

Hi guys,
currently I am trying to build carla 0.9.16 from source in linux (Ubuntu 22.04).
But when I am about to build UE 4.26 and execute the ./Setup.sh command, I always get the error, shown in the picture.

I already found out that epic had some problems with the Commit.gitdeps.xml file

but it does not work even after I replaced this file.
I am not a high skilled developer. Could anybody tell me how to fix this problem?
